Viceroy (Enclosure No. 5), requesting him, in accordance
with the now press laws, to prevent the newspapers from
publishing matter calculated to impair the friendly rÜ-
lations existing between Chinese and British in fenton.
On December 7th. I gesin wrote to the Viceroy
(Enclosure No. 6), drawing his attention to the proceedings
of the Self Government Society, she had called a public
masting for that morning a to díacuse "kicking to death of
a Chinese passervrar by a foreigner on the steuer "Fatahan"
and pointing out the serious conseqioncos that would prob-
ably ensue if the Society wore allowed to continue to
excite the popular mind in this manner.
On December th. I was obliged to write again to the
Viceroy (Enclosure No. 7), complaining of his apparent neglect of my representations and stating my invention
of calling upon him the following morning.
The Viceroy in a note just received had asked me to
